美國財政部18日公布的最新數據顯示，去年11月全球央行大幅拋售手中美債。中國大陸更單月劇減664億美元，創下5年以來最大降幅，所持美債部位僅剩1.05兆元。

華爾街見聞報導，美財政部公布的國際資本流動報告（TIC）數據顯示，中國已連6個月減持美債部位，累計減少1,947億美元，拋售速度驚人。分析師表示，過去幾年比利時在美債部位的操作上和中國高度重疊，因此不少的市場人士認為中國借道比利時持有大量美債。

去年11月比利時持有美債規模，由1,169億美元降至1,135億美元；若將中國和比利時的美債部位合在一起計算，等於去年11月減少的美債總計達698億美元，正好和當月份中國減少的外匯存底相當。

分析指出，中國大舉拋售美債的原因，和中國官方為了支撐人民幣匯價、阻擋資金外流息息相關。中國作為全球擁有最多外匯存底的國家，為穩住匯率，外匯存底在過去兩年內已減少4分之1。中國持有的美債量在2013年達到1.32兆美元的歷史高點後，累計減少2,700億美元，目前勉強維持在1兆美元的水準之上。

值得注意的是，近期減持美債已成為多數央行的操作選擇。報告顯示，截至11月的過去1年，外國央行的美債拋售規模達到4,050億美元的歷史新高。

去年10月超越中國成為美國最大債主的日本，同樣也連續4個月減少手中美債，11月拋出233億美元，其持有量降至1.11兆美元，仍為美國最大海外債權人。

對於美國兩大債主大舉拋售美債，路透引述傑富瑞（Jefferies）駐紐約貨幣市場策略師Tom Simons認為，可能與當月川普贏得美國總統大選後、美國利率急升有關。

英國金融時報警告，若中國加速減持美國公債，美國利率恐怕會進一步攀升。「債券天王」葛洛斯（Bill Gross）稍早曾警告，若美國公債殖利率穩定站上2.6％，則代表美國債市將進入長期熊市。

（中央社記者康世人新德里3日專電）富士康近日向印度媒體證實，富士康今年將啟動在印度馬哈拉什特拉省（Maharashtra）及在南部坦米爾那都省（Tamil Nadu）的投資計畫，還有在印度的人才培訓計畫。

「印度時報」（The Times of India）網站今天報導，富士康在對馬省的50億美元（新台幣近1611億元）投資計畫長期保持沈默後，在去年12月30日答覆「印度時報」詢問的電子郵件中表示，將從2017年開始進行投資計畫，但並未提供明確的時間表。

在這封電子郵件中，富士康表示，「雖然我們沒有對具體時間表做出承諾，但對我們上一份聲明中提到的行動計畫，仍持續進行中。」

富士康強調，公司仍致力推動在印度的計畫，但大型投資需要時間來實現。

富士康是在2015年8月和馬省簽署一份投資諒解備忘錄，承諾在5年內要在當地投資50億美元，但在這1年半當中，截至目前為止只在孟買承租一間20萬平方英呎的廠房作為臨時設施，卻尚未投產，曾引發馬省省府的關切。

當時有印度業界人士猜測，這項投資因富士康的母公司鴻海集團忙著併購日本夏普而暫時擱置。

不過，富士康現在再次透過印度媒體做出聲明，這項投資計畫持續推動中。

此外，富士康指出，公司在坦米爾那都省的投資計畫，也會在2017年實現。在聲明中，富士康說，「我們按照正在進行中的發展計畫進程，持續推動我們（在坦省）的投資計畫。」

富士康在聲明中表示，富士康響應印度政府「技能印度」（Skill India）政策的人才培訓計畫第一階段，也將從2017年展開，公司正與印度政府相關機構及產業機構合作，為公司在印度的業務招聘和培訓人員。

巧合的是，印度「商業標準報」（BusinessStandard）昨天才報導，富士康將在印度總理莫迪故鄉古茶拉底省（Gujarat）設廠組裝生產蘋果iPhone手機。1060103
